This PR renames the extension from DelineateLiverRT to DelineateLiverSIRT to better reflect its clinical scope.

The current name (RT) is ambiguous and could be misinterpreted as referring to radiation therapy. SIRT (Selective Internal Radiation Therapy) accurately describes the treatment modality the extension is designed for.

Changes:

  • DelineateLiverRT.json → DelineateLiverSIRT.json
  • scm_url updated to the renamed GitLab repository

## Description
DELINEATE is a clinical decision-support extension for nuclear medicine, 
supporting liver tumor treatment workflows with SPECT/CT and PET/CT imaging.

## Modules
- **SegModule**: AI-based liver and tumor segmentation (SwinUNETR, nnU-Net, UNETR, TransBTS, nnFormer)
- **RecModule**: Multimodal image registration (affine + B-spline, segmentation-based)
- **DosiModule**: Patient-specific dosimetry (LDM/VDK models, DVH, RTdose export)

## License
Apache 2.0
Remove outdated .s3ext descriptor, will be replaced by DELINEATE.json
Migrate from legacy .s3ext format to the current JSON format.
Updated repository URL to public GitLab instance.
Updated DELINEATE.json to include schema and build information.
Update scm_url to renamed repository SlicerDelineate and convert line endings to LF to pass pre-commit checks.
