The ruling

The owner reviews design pull requests himself with ChatGPT's free chat, by hand. Automating the chat platform is against its terms, so it is never scripted. His words are "you can ask me if i can let chatgpt review a design pr". They give the orchestrator leave to ask him. They are not a request to be asked: they name no pull request and no moment to ask. The orchestrator's brief paraphrased them as "He asked to be asked", and this branch follows his words, not the paraphrase.

Measured on #863: a single-design ChatGPT review found three design defects that three review rounds had missed. A one-pass review of all open pull requests found almost nothing new. The one-pass review is the orchestrator's report and has no link here.

What changed

.claude/agents/orchestrator.md, Review and land. One sentence follows "Start a review whenever one is useful.":

You may ask the owner whether he will have ChatGPT review a design pull request, and a reviewer triages whatever he returns against the code before anything acts on it.

  • "You may ask the owner" is his ruling. It is leave to ask, with no trigger and no duty, because his words name neither. The file speaks to the orchestrator as "you".
  • "a reviewer triages whatever he returns against the code before anything acts on it" is the orchestrator's design, not part of his ruling. What backs it is netring: a session region replaces the pipes between netstack and its clients (design, and the track that stages it) #863's triage of the owner's ChatGPT review, comment 6126387631: "Counts: holds 3, already raised 2, does not hold 4, can't tell 0". The three that hold are that triage's three BLOCKERs. Acting on the review untriaged would have sent four claims that do not hold to a fix round.

The rest of the paragraph only reflows.

Review of #888 at e1f70d000b0871c2ae6bae33dc8025baa2807614, against .claude/agents/reviewer.md on origin/main (ecd6d1cc5). Round 1.

Net lines (git diff --shortstat origin/main...e1f70d000): 1 file, +7 −4, all in .claude/agents/orchestrator.md. Production 0, tests 0. git merge-tree --write-tree origin/main e1f70d000 exits 0, and main has touched no .claude/ file or CLAUDE.md since the merge base 36aff86fc.

Evidence: the body records cargo run -- --ci host at this head with EXIT=0. The linked ci-host.log at evidence 96e7fae6 has 10176 lines and ends Host: 76 step(s), all green. Its commit message names e1f70d000b08…, and it was committed at 15:27:16Z, after the head's 14:51:35Z. No guest test reaches a change that touches only .claude/agents/.

BLOCKER

  • .claude/agents/orchestrator.md:47-49 — "When a design pull request is ready for its first design review, ask the owner whether he will have ChatGPT review it" — This states the ruling more broadly than he gave it. His words, "you can ask me if i can let chatgpt review a design pr", give the orchestrator leave to ask. The head turns that leave into a duty on every design pull request, fired at a moment he did not name, and "first" reads as the only moment to ask, where he named none. The owner's time is one of the three costs orchestrator.md:41 names, and this sentence spends it on every design pull request, whether or not a ChatGPT pass helps that one. The trigger is also unreadable. Join the lines of every CLAUDE.md and .claude/agents/*.md at this head, and "design review" occurs only in this sentence. The prompts call that point the design's roast and its acceptance (orchestrator.md:19-20). The duty comes from the brief's paraphrase "He asked to be asked", which the body and the commit message both carry, and his words do not say it. Fix: "You may ask the owner whether he will have ChatGPT review a design pull request, and a reviewer triages whatever he returns against the code before anything acts on it." Alternatively, put the duty and its trigger to the owner and write in his answer.

…ull request, and a reviewer triages what he returns

The owner reviews design pull requests himself with ChatGPT's free chat,
by hand: automating the chat platform is against its terms, so it is
never scripted. He gave the orchestrator leave to ask him: "you can ask
me if i can let chatgpt review a design pr". That is leave, not a duty:
it names no pull request and no moment to ask. On #863 a single-design
review found three design defects that three review rounds had missed,
while a one-pass review of all open pull requests found almost nothing
new.

orchestrator.md's Review and land gains one sentence: the orchestrator
may ask the owner whether he will have ChatGPT review a design pull
request, and a reviewer triages whatever he returns against the code
before anything acts on it. The leave to ask is the owner's ruling; the
triage clause is the orchestrator's own design and not part of it. What
backs it is #863's triage of his ChatGPT review there: of nine claims,
three held, two had already been raised and four did not hold.

Review of #888 at 1f7589206, against .claude/agents/reviewer.md on origin/main (ab655a115). Round 2.

Net lines (git diff --shortstat origin/main...1f7589206): 1 file, +6 −4, all in .claude/agents/orchestrator.md. Production 0, tests 0. git diff --word-diff=plain shows the one inserted sentence, and no other word changes. main has moved from ecd6d1cc5 to ab655a115 without touching any .claude/ file or CLAUDE.md, and git merge-tree --write-tree origin/main 1f7589206 exits 0.

Evidence: the body records cargo run -- --ci host at 1f7589206 with EXIT=0.

  • The log at evidence 7aa32b37 sits under a commit message that names 1f7589206af8… and EXIT=0. It has 8846 lines, builds in the branch's worktree, and ends Host: 76 step(s), all green at line 8846.
  • Every FAILED in it falls under a [ci] control step, and each of those steps ends "verdict(s) reached".
  • Its first timestamp is 15:35:35, after the head was committed at 15:35:30Z.

No guest test reaches a change that touches only .claude/agents/.

The owner's words:

  • "you can ask me if i can let chatgpt review a design pr" became "You may ask the owner whether he will have ChatGPT review a design pull request". The sentence keeps the same asker, the same person asked and the same object, a design pull request. It gives leave and sets no trigger or duty.
  • "can let" became "will have". That change adds no act the sentence permits or requires and removes none, so the leave is stated neither more broadly nor more narrowly than he gave it.
  • The triage clause is not in his words. The body and commit fbaabd4fc both name it the orchestrator's design and cite netring: a session region replaces the pipes between netstack and its clients (design, and the track that stages it) #863's triage (6126387631) as what backs it. The body quotes that triage's "Counts: holds 3, already raised 2, does not hold 4, can't tell 0" correctly. Its three "holds" are its three BLOCKERs, and rounds 1 to 3 (6121859611, 6122446433, 6125978857) had not raised them.

Round 1:

  • BLOCKER, orchestrator.md:47-49, the duty and its trigger: CLOSED. Lines 47-49 at the head are round 1's fix word for word. git grep -i 'design review\|asked to be asked' over every *.md outside issues/ at the head exits 1, and so does the same grep over git log origin/main..1f7589206.
  • NOTE, "He asked to be asked", and the triage clause presented as part of his ruling: CLOSED. Commit fbaabd4fc says "That is leave, not a duty", and the body quotes the paraphrase only to say the branch does not follow it. Both name the triage clause as the orchestrator's design and not part of his ruling.
  • NOTE, "Unsure": CLOSED. The body moves both points to "Settled in round 1", as round 1 answered them, and "Unsure" now says "Nothing". The head changes neither reviewer.md nor the sentence for them.

BLOCKER

None.

NOTE

  • PR body, Gates: "It ran from 15:35:36Z". The log's first timestamped line, line 7, reads 15:35:35, and cargo output comes before it, so the run started no later than 15:35:35. The run still started after the head was committed at 15:35:30Z.

…wt/toyos-pge

No conflict. Of the files both sides changed, only tests/toyos.rs: main
drops proctest and the launch_authority row; this branch adds three
RUST_SKIP entries, three metal rows and PGE in the control_regs judge,
each in a hunk main does not touch.
