[Bug]: Togglz Feature Flag Not Working for Dev/Test

Describe the bug

Talking in the 09/15 DB Call it was determined that CDA is not allowing use of the user-lists endpoints due to the API reporting arbitrary versions causing togglz to false report.

Expected behavior

Expect the endpoints in test and dev to work when the schema supports

To Reproduce

Hit the "user-lists" new web UI on CDA or any of the user/list endpoints and you will see the togglz not supported response.

@Enovotny confirmed the current schema has that table.

Thought I had, I think the feature flag has USER_LISTS=false still, even when 231 is resolved it may still have it disabled?

The check directly looks at the version, so if we "fix" the version reporting it should be fine.

Two ways to go about it. both valid, both likely to be implemented anyway.

1. Actually fix the version (this is longer term as it should be done in the database repo)
2. As discussed in feat: show the environment in the CDA GUI banner #1964, provide specific values at properties and expose them in the appropriate place. One of those properties could be "present as this version" (easier to deal with logistically that actually fixing the version right now given the way I have the migration container setup.)

I'm adding some commentary to #1786, since the data needs to come from somewhere, and we want to be able to set some at runtime, like use of object storage, it would make sense to do as part of that one.
