Define the DIN/EN guide tags in the ru, ua, es and et blog locales - #181

The German guides from #176 use pressure-vessels, standards and instrumentation. Those tags existed in blog/tags.yml and the de locale only, so every other locale build printed three "not defined in tags.yml" warnings. Co-Authored-By: Claude Opus 5 <noreply@anthropic.com>
