docs: declare Apache 2.0 license

Askr context

This is an Askr organization-maintainer cleanup for the official marketing and documentation site.

Problem

The website had no repository license and its private package manifest and lockfile did not declare one, leaving it inconsistent with the rest of the Askr ecosystem.

Change

• add the canonical full Apache License 2.0 text
• declare Apache-2.0 in package.json
• keep the root package-lock entry synchronized

Verification

• npm ci: 0 vulnerabilities
• npm run check
• formatting, lint, typecheck, and 32 unit tests passed
• client build and 340 of 340 SSG routes passed
• generated-output contract test passed
• package and lockfile license fields agree
• git diff --check
