[DJL] Add LMI 29.0.0 release image - #6763

Add djl-inference 0.38.0-lmi29.0.0-cu130 to release_images_inference.yml (disable_sm_tag: True, public_registry: True), inserted immediately after lmi28 within the DJL cluster (entry 12). DJL moves 0.36.0 -> 0.38.0 with this release; vLLM 0.28.0, torch 2.13.0, cu130/py312/ubuntu24.04. HF/autogluon renumbered 13-15 accordingly; integer keys are ordinal slots only, so renumbering is safe and does not affect published images.
