Ticket Scope:
Only display section if the corrected filing type is "voluntary dissolution".
Only allow a maximum of 1 Custodian at a time.
Allow edits to existing Custodian of Records.
Disable cease/remove of Custodian

Can we cease and then add a Custodian?
eg:
Scenario: Removing an active Custodian restores the Add button
Given there is an active Custodian
And the 'Add' button is hidden
When the user clicks cease/remove
Then the 'Add' button should be available
