Document Delivery Section on Consent to Amalgamate Out

Note: This was previously fixed in Consent to Continue Out (#33001). The same fix also needs to be done for Consent to Amalgamate Out

Issue: When a public client files a Consent to Amalgamate Out, the Document Delivery section is not editable, and lists the Completing Party as (Non editable).

This is a bug. The Document Delivery section should be the same in the client view and the staff view. Both should allow the email address to be entered (optional).

Steps to Reproduce
Steps to reproduce the behavior:

1. Go to the Business Registry in TEST and choose a limited company in BC (e.g. C9900792)
2. On the business dashboard use the 'More Actions' dropdown to launch consent to amalgamate out
   3.View data on screen in the Document Delivery section
3. See completing party is listed as (Not entered)
