Build the release asset with the Ubuntu dependencies used by CI so the runner can execute it before attaching it to the draft release. Assisted-by: AI Signed-off-by: HarshwardhanPatil07 <harshpat@redhat.com>
A draft for v0.1.2 already exists. Allow a manually dispatched release run to attach the built binary to that draft while preserving automatic draft creation for future tags. Assisted-by: AI Signed-off-by: HarshwardhanPatil07 <harshpat@redhat.com>

Why
The
v0.1.2tag already exists. Its initial release run failed when the Fedora-builtbinkbinary was executed on the Ubuntu runner. A draft release was created manually for the tag and initially had no assets.Changes
binkto an existing draft, create a draft when none exists, and refuse an already published release.Verification
make build-bink VERSION=v0.1.2and./bink versionsucceeded.gh.binkwas uploaded to the existing draft. The release remains a draft. The downloadable binary uses
libgpgme.so.11, as did the publishedv0.1.1asset. Neither runs on Fedora 44 without that library; the README documents building locally or using the container image. Cross-distribution binary packaging can be addressed separately.Assisted-by: AI
