Single ignore of a function or class not working

For some reason when you use the '!' as listed in the documentation, it doesn't successfully ignore a function or class. This means that you have to ignore the entire file rather than a single item

It turns out, the documentation was just bad. So I updated the documentation and did a little bit of other miscellaneous code cleanup / linting improvement things
