Make admin more flexible

Allow plugins to give admin powers. Move admin functionality to plugin, which means no longer storing admin config in config.json.

Add a real admin config type that includes a superuser password/account in the config, then standard admin management commands.

• add admin (add an admin by nick, yaib messages them for a password)
• remove admin
• set password functionality -- hash them
