fix(languages): reset universal evidence versions to v1

Summary

• Reset all 14 hard-cut universal-evidence producers to version 1 while keeping their bounded capabilities Qualified.
• Refresh the machine-readable v1 reset decision, registry expectations, conformance tests, compatibility/migration docs, and changelog.
• Prior producer identities (Go v3, Java v3, JavaScript v5, Python v13, Rust v15, and TypeScript v5) now miss the cache and are regenerated.
• Resolve the merge conflict against origin/main and retain the current release changelog.
