Gourmand does not read [global] excluded_paths from gourmand.toml; every path in that list was being scanned anyway. It skips .gitignore'd paths and honors [global] excluded_paths only in .gourmand-exceptions.d/globals.toml.

This removes the dead list. .git/ is always skipped; the build/cache artifacts in it were already in .gitignore. The tracked entries (.github/**, uv.lock where present) have been scanned all along and the scan is clean with them, so they are dropped rather than excluded. gourmand.toml stays, since gourmand-exceptions.toml only loads when it exists.

Container scan (gourmand check --full) is clean before and after.

Gourmand ignores [global] excluded_paths in gourmand.toml. Build/cache
artifacts are already gitignored and the tracked paths scan clean, so
drop the dead list.
