Add coding guidelines for C#

There are no coding guidelines for C#

**Proposed Solution**
Add coding guidelines for C# which contain at least the following information:
 - Which testing framework to use with .
 - Are there copier templates, or do we use MS templates?
 - How to implement documentation if no copier template is use.
