Bumps MINOR from 1 to 2 and fills in the release date in the 7.2.0 changelog section. IS_RELEASED was already True: the usual post-release commit that bumps MINOR and sets IS_RELEASED back to False was not made after 7.1.0, so the bump happens here instead. The main branch should be tagged with the release tag immediately after this PR is merged.
