Description
Stacked on #1409, which raises the minimum Go version to 1.26.
Pin the lint job to Go 1.27.1 because golangci-lint v2.13.2 cannot decode the export data produced by Go 1.27.2. Upgrade golang.org/x/net to v0.60.0 to fix the five reachable HTTP/2 vulnerabilities reported by the vulnerability audit, and synchronize its required x/crypto, x/sys, and x/text updates across workspace modules.
