Enterprise level runners

Feature Request

Thanks for making this project open source! I've been waiting so long for this.

Description

I would like to have fireactions able to be configured at enterprise level.

Context

This is an important change since it means you don't need to install a github app in every organization you need these runners.

Possible Implementation

If this is not already worked by somebody I would like to start work on it.

This is an awesome feature and wouldn't be too hard to implement, since Golang GitHub client supports this:

P.S.: Next week we'll implement bash script (install.sh) for much quicker installation, I suggest waiting until that's done, to get the bigger picture before starting implementation for this feature. (Done)
