Feature request: Prioritize bytes and limit speed

Add the ability to specify a range of bytes which should be mapped to cache first e.g. vmtouch -s 512-1MB -l file.
And also add the ability to limit the bandwidth so it doesn't interfere with random access e.g. vmtouch -B 100Mb.
