Reuse the VTA ACL synchronization flow for platform administrators. Make labels optional, remove typed confirmation, and add the platform ACL refresh endpoint. Signed-off-by: vthwang <vthwang.work@gmail.com>
Use the synchronized VTA ACL and its maintenance lock as the source of truth. Drop vta_admin_grants, remove its runtime model and state transitions, and update API documentation. Signed-off-by: vthwang <vthwang.work@gmail.com>
