Wire METEE_EFI_STDLIB_SUPPORT into generated EDK2 flags for GCC and MSFT toolchains. Use the native C va_list with StdLib vsnprintf, add the optional LibC dependency, and map the StdLib implementation in the package DSC. Signed-off-by: Prithvi Devaiah K N <prithvi.devaiah.k.n@intel.com>
