feat(screenote): add image-aware feedback

Summary

Screenote feedback can now inspect root and reply image attachments and send one explicitly approved image with a comment. Version 3.2.0 adopts the released Screenote CLI v0.4.0 contract while keeping ambiguous or unsupported image replies fail-closed.

Safety behavior

• Remote feedback cannot select a local command, path, or upload.
• comment_result_unknown stops without a second comment attempt.
• image_comments_unsupported never falls back to text-only creation.
• Crop-less annotations retry the read once without the crop so attachments remain available.

Validation

• 81 repository tests passed.
• Deterministic generation and isolated package validation passed.
• Screenote skill lint and mutation lint passed.
• Actionlint and the installed CLI v0.4.0 contract probe passed.
• The protected Screenote integration passed on exact head a5e60067e4a527a1b8782bafb70a8b6f0f789dc0, including real image upload and image-comment creation.
