docs: mark ADR-0035 accepted now that #1158 has merged

Summary

ADR-0035 (a pending marker on the Source makes an interrupted ingest completable) merged with #1158 while still marked Proposed. Per AGENTS.md an ADR is accepted when its change merges, so this flips the status in the ADR's frontmatter, its status line, and the index row, matching how ADR-0031 and ADR-0033 were recorded.

uv run pytest tests/unit -k adr (145 passed), which includes the ADR index/status consistency guard.
