Updates LLVM version to pull in new Tensor folding patterns, cf. llvm/llvm-project#213907 and llvm/llvm-project#212974.
Consequently, the temporary
fold_singleton_extract_slicetransform ext op can be removed from the xegpu reduction schedule.
