Self-contained single-project TC01 happy path: creates a Foundry account + project (user-assigned identity), deploys gpt-5.4, fronts it with a public StandardV2 APIM AI Gateway (managed-identity auth), applies an llm-token-limit policy, and adds a BYOM connection consumed by a prompt agent via the Responses API. Public, no VNet required.
