Add experimental standalone Copilot SDK observability sample

Adds a standalone TypeScript Copilot SDK sample with application-side Agent 365 tracing, explicit opt-in export, and offline checks. Experimental: production credentials, dynamic sub-agent coverage, registry registration, and portal visibility remain outside the verified scope.
