This PR adds a new package with the standalone KeysInUse library (libkeysinuse). This library exposes the KeysInUse functionality already found in the SymCrypt provider as a standalone library, so that other OpenSSL providers and applications not using the SymCrypt provider can continue to support KeysInUse scenarios.
The package is built from the 1.11.0 source of SymCrypt-OpenSSL, since that's the version where the standalone target was added.
The new package is not added as a dependency of any other package. Verified package installs and uninstalls cleanly. Tested library locally and using existing integration tests.
