feat: add Runtime Transcript Capture solution

Summary

Adds Runtime Transcript Capture, an exploded Power Platform solution that
captures near-runtime transcripts for Copilot Studio agents powered by the
GitHub Copilot harness using Azure Application Insights telemetry.

Included assets

• Runtime Transcript Capture agent
• Transcript Correlation Helper agent
• Start Asynchronous Transcript Capture workflow
• Azure Monitor Logs connection reference

Activation

Importers must enable environment-level Copilot Studio telemetry export to
Azure Application Insights, configure both query actions, and grant run-only
access using the flow owner's least-privilege connection.

The workflow is packaged inactive and must be configured before enabling it.

Validation

• Unmanaged solution imports successfully
• Two agents and one workflow detected
• Modern workflow graph preserved
• Submission checks and tests pass
• Astro type-check and build pass

Known limitations

This solution supports only the GitHub Copilot harness. Environment-level
telemetry is preview and eventually consistent. Microsoft Teams is
unsupported for this correlation pattern.
