This is a carry of #5322 (by @rata).
The cgroups dependency bump from that PR is no longer needed, since
opencontainers/cgroups v0.1.0 (which includes the eBPF fd leak fixes
from opencontainers/cgroups#60) was already vendored in #5403.
What remains is:
anon_inode:bpf-progexclusion from the fd leak test;Closes #5322.
