The `notify_on_pull_request_open` GitHub Action does not work for this repository

Since we have defined the reusable action in this repository, we currently broke the action itself. Meaning it does not work for this repository anymore.

It would nice to fix it, by maybe creating a github action that uses that reusable GitHub action
