Temporarily switch pr-run-mode to upload so PR CI builds and signs all release artifacts (notably aarch64-pc-windows-msvc on windows-11-arm), without creating a release or pushing to the Homebrew tap. mock-server is opted out of dist because upload mode requires dist plan to resolve a single coherent release without --tag.
