Priority 4, per the ruling "#3041 gets split, not resolved." This PR adds only the plan; no code moves.

The measurement changed the plan

Every one of #3041's 96 files was classified against current origin/main:

The registry and parity work has already landed by another route: #3004 (R-0a, ad8f98768 — registry/{mod,cuda,wgpu_probe}.rs, the case table, the failure catalogue, apr-backend-registry-v1.yaml, devices.rs) and #3026 (L0-1a, 74e3b2540).

Recommendation: close #3041 with a 33-file residual, cut fresh from main in ordered slices. After a trial merge, S1 (mechanical) and S2 (contract moves) come out empty.

Decisions the plan surfaces (recommended, not taken)

• D1: R-0b still carries contracts/apr-gpu-cpu-parity-v1.yaml, which main deleted on purpose (9465af2c7, folded into apr-cpu-vs-gpu-output-parity-v1.yaml). Merging feat(R-0b): backend resolution reads the registry — a forced accelerator never downgrades to cpu #3041 would resurrect it. Drop it from every slice, and separately confirm the fold kept its obligations.
• D2: no standalone contract PR. R-0b's contract hunks add obligations that point at code which doesn't exist on main, so each hunk lands with the slice that satisfies it.
• D3: carve the three dispatch decompositions into a refactor-only S3b-0 that closes R-0b prerequisite: decompose dispatch_runtime_commands (cog 43), dispatch_diagnostic_commands (30), help_producer_truth::resolve (73) so the last two backend cfg! reads can convert #3040.
• D4: R-0b's guard needs rg, which no runner installs. Switch it to grep -E, and drop its duplicate ci.yml self-test step (guard_tree.sh already runs it).

no-close: #3041 is closed once the residual slices exist, not by the plan; #3040 is closed by slice S3b-0.
