Mirror the PayPal TEMP bypass: when callers send explicit card-only paymentMethods, discovery still fills paymentProviderConfiguration.razorpay but leaves paymentMethods.razorpay null/omitted. Offer Razorpay from that configured flag and synthesize method config so Pay now can render. Co-authored-by: Cursor <cursoragent@cursor.com>
