this PR updates the WOF placetype spec using the inbuilt
whosonfirst_update_spec.shscript.this had the effect of removing
constituencyand addingcustom,nationandpostalregion.as a result the existing
postalregionregion test was slightly rewritten and a new testcase was added to explicitly cover the case of an unknown placetype.
