Split out of #11 so it can land independently.
Adds two global mise tasks for building and publishing the Obsidian vault site, plus
[settings.ruby] compile = falseto capture the setting already in use.Both tasks are a pure append to
~/.config/mise/config.toml; nothing existing is touched. Verified the file still parses as TOML.Cherry-picked from
41c02e9onchore/trim-config-comments, rebased onto the currentmain. #11 stays open for the comment-trim work, which needs redoing against the rewritten upstream text.
