raw-dylib imports not being linked when inlined from a dylib #102714

When an imported foreign function is inlined from a dylib, a normal #[link(name="...")] will cause the associated import library to also be linked into the final binary. However, when using raw-dylib no import library is linked which causes linking to fail.
