    There's something inconsistent about the target features currently -- both "windowed" and "exception" are forced to be always-enabled due to ABI implications. However, "windows" is an InternalOnly feature while "exception" is Unstable. The two should probably be treated consistently. How would you like to treat them?

    Either way it is not allowed to toggle them due to ABI implications, so the only difference this makes is whether the feature can be queried with cfg(target_feature).
