tower-cli releases are now compiled for Java 25 (class file version 69), so javac 21 fails with 'cannot access Tower' and the update-cli-docs workflow has failed on every dispatch since mid-August. Bump the setup-java pin and the local reproduction requirement to match. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
