When requestTimeoutMs > 0, compute a deadline at stream creation and use wait_until in SendBuffer(). If the deadline passes, the write fails immediately instead of blocking indefinitely when network drops. When requestTimeoutMs = 0, behavior is unchanged (infinite wait).

Add support for provisioned limit management, enabling customers to view and update their provisioned API rate limits for Amazon Cognito User Pools programmatically through the new GetProvisionedLimit and UpdateProvisionedLimit APIs. Updated model definitions for ODB service. AWS Config now supports tag-on-create for organization-managed Config rules and conformance packs through the PutOrganizationConfigRule and PutOrganizationConformancePack APIs.
