Scala Steward now reports the Scala.js library artifact as
`scala3-library_sjs1_3`, which the existing `scala3-library_sjs1` pin
doesn't match, so it opened #2985 (3.3.8 → 3.9.0).

This adds a pin for the `_3` name so Scala 3 stays on the 3.3 LTS line,
per #2172.

Closing, as Scala 3 is kept on the 3.3 LTS line. The steward pin is fixed in #3014.
