既存 business_rules.md をビジネスポリシー新設・2.1/2.2ドメイン/システム分割・ 採番コメント追加という構造面だけ最新フォーマットに揃えるスキル。 ルールID・本文・タグは一切変更しない。boron/steak の2プロジェクト・約920 ルールを対象にした実態調査（語彙規律・粒度・構造・横断整合性）を踏まえ、 リファクタリングスキルの第一段階として設計した。 Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
