What is the current behavior?
When GOTRUE_DB_MAX_IDLE_POOL_SIZE is unset or zero, ApplyConfig calls
SetMaxIdleConns(0), disabling connection reuse. This can exhaust ephemeral
ports under load.
Fixes #2831
What is the new behavior?
A zero idle-pool size resolves to two idle connections, restoring the
default behavior used by pop during initial connection setup.
