The feature should record a user's messages with their consent and construct a Markov chain of that user. Then based on that Markov chain, that user can ask CodeyBot to make a phrase that sounds like what they would normally say.

A user types the command and get a phrase that sounds like what they would normally say. A user can generate a phrase only from users who have consented to have their messages collected.
