Moves CI off runner images that GitHub is retiring and pins the rest, instead of relying on floating
-latestlabels.ubuntu-22.04/ubuntu-latest→ubuntu-24.04(in OS matrices and the remaining 22.04 jobs)macos-14/macos-latest→macos-26windows-latest/windows-2022→windows-2025testing-matrix/build-matrixof the reusablecheck-package.yml, so downstream repos pick it up on their next bump.Why
macos-14retires 2026-11-02, with brownouts (forced failures) through Oct 30: [macOS] The macOS 14 Sonoma based runner images will begin deprecation on July 6th and will be fully unsupported by November 2nd for GitHub Actions and Azure DevOps actions/runner-images#13518ubuntu-22.04deprecation began 2026-09-17, retirement 2027-04-17: [Ubuntu] The Ubuntu 22 based runner images will begin deprecation on September 17th and will be fully unsupported by April 17th for GitHub Actions and Azure DevOps actions/runner-images#14254ubuntu-latestmoves to Ubuntu 26.04 from Oct 19 to Nov 19, 2026, so floating matrices would change silently: [Ubuntu]ubuntu-latestlabel will use Ubuntu 26.04 in November 2026 actions/runner-images#14748macos-latestalready resolves to macOS 26 andwindows-latestto Server 2025, so those two pins don't change behavior today, they only stop a future silent jump.runs-on: ubuntu-latestjobs (release, ruff, cleanup) anddocs/.readthedocs.yamlare untouched to keep the diff small.
