ci: run CodeQL on ubuntu-latest-max - #390

Jobs on the plain ubuntu-latest label also land on the smaller
self-hosted runners, which get killed mid-build ("The runner has
received a shutdown signal"). On nextcloud/talk-android, all 14 CodeQL
runner losses since 2026-09-10 happened there.
Verified on nextcloud/talk-android#6783.

CodeQL keeps failing with "The runner has received a shutdown signal" on the smaller self-hosted runners that also serve the plain
ubuntu-latestlabel. On nextcloud/talk-android, all 14 CodeQL runner losses since 2026-09-10 happened there, none on GitHub-hosted orubuntu-latest-maxrunners. It is the same failure #389 fixed for analysis and QA.Changes:
