ci: run assemble and CodeQL on ubuntu-latest-max - #6783

Jobs on the plain ubuntu-latest label also land on the smaller
self-hosted garm runners. Since 2026-09-10 every one of the 28 runner
losses in Assemble (14) and CodeQL (14) happened there ("The runner
has received a shutdown signal"), the same failure unit tests had
before moving to ubuntu-latest-max.
