Clean checkouts fail typed lint in the standalone consumer fixture because the server package exports resolve to declarations that have not been generated yet.
Generate the server declarations before lint and type checking in both Build and Release, and document the same order in CONTRIBUTING. The fixture continues importing the actual package entry point; lint rules and tests remain unchanged.
Validation: clean dependency installation with Node 24.10.0; declaration generation, lint, TypeScript checks, tooling tests, publication guards and formatting all pass locally. The original failure was reproduced without declarations. Full build, browser/runtime and packaging checks run in this PR's CI.
