Fixes DOCS-XXXXX
Rewrites the Private Actions Overview page around the new Execution Policies authorization model (replacing Execution Groups). Reorders the "How private actions are authorized" and "Choose your setup" sections so Execution Policies is listed before Connections, per the docs' standing ordering convention (agent-based/ownerless first).
