Fixes DOCS-XXXXX
Rewrites "Run a Script with the Private Action Runner" around the ownership axis: Agent-based (ownerless/Execution-Policy-authorized vs. owned/Connection-based) and Standalone, with configuration and permissions factored out above the fork.
