What does this PR do? What is the motivation?
Fixes DOCS-XXXXX
Moves the "Handling Private Action Credentials" page from under Private Actions to under Connections, since credentials are a Connections concept. Adds a redirect alias for the old URL, fixes the one inbound link that needed an immediate update, and updates the nav.
